We want to do our part to ensure that anyone interested in attending the 16th International CHARGE Syndrome Foundation Conference, July 24-27, 2025, in Phoenix, AZ, has the opportunity to do so regardless of financial barriers. To support this, we are pleased to offer the following scholarships for families.
Application deadline was February 14. We are not accepting any more applications.
Scholarship recipients will be notified by February 28.
Norbury Scholarship
Marion Norbury was one of the founding members of the CHARGE Syndrome Foundation in 1993. She served on the first Board of Directors as Secretary/Treasurer and later as the Executive Director of the Foundation. Her husband Lee was very active in Kiwanis and Habitat for Humanity and made a great contribution to the CHARGE community. The Foundation’s office was originally housed in the Norbury home and Marion’s voice on the other end of the phone was the first contact for many families. Both Marion and Lee spent many years volunteering their time to CHARGE efforts. The Norbury Scholarship was created by those who wanted to recognize their dedication to the CHARGE community. Guidelines for this scholarship:
- 1st time Conference attendees
- Covers up to 3 registrations per family
- Must be a current member of the Foundation
- Demonstrated financial need
- Only applies to main Conference (not Meg Hefner Professional Day)
Emma Bluestone Scholarship
Emma Bluestone devoted her life to her family – Eli, her husband of 62 years, her 4 sons and their families – but nothing brought her more joy than her 10 grandchildren, including Zachary, born in 1995 with CHARGE.
Emma and Eli were very supportive grandparents, joining Zachary and his family at the first conference they attended, the 5th International CHARGE Syndrome Foundation Conference, held in Indianapolis, IN in 2001. From that moment on, Emma and Eli were devoted fundraisers, using any event (birthdays, anniversaries, holidays, etc..) to make contributions to the CHARGE Syndrome Foundation, and ask their friends, in lieu of presents, to do the same.
Prior to Emma’s passing, she made a bequest to the Foundation for the purpose of creating a scholarship to help defray the costs of attending the conference. Guidelines for this scholarship:
- Attendees who have been to a past conference
- Covers up to 3 registrations per family
- Must be a current member of the Foundation
- Financial need will be taken into consideration
- Only applies to main Conference (not Meg Hefner Professional Day)

- Demonstrated financial need
- Must be a current member of the Foundation
- First time Conference attendees and repeat attendees may apply
